UK Leading Planning Group Plans for Peak Oil

The Royal Town Planning Institute (RTPI) describes itself as “the UK’s leading planning body….” It recently released a 59-page discussion paper on Peak Oil, partly in preparation for a forum on this issue which is scheduled for January 17th in London.

RTPI describes the purpose of its study as follows:
This discussion paper sets out the findings of a study undertaken into the issue of Peak oil and the implications for spatial planning. It aims to promote discussion, raise awareness among transport and spatial planners of the issues around peak oil and suggest an agenda for action by professionals. It is intended as an introduction and primer to the issue; further work will be necessary… to ensure that the concept is properly taken into account in future planning (p. 1).

This study is a compilation of three discrete activities.

1. Literature review.
The RTPI team examined several first-rate sources: the pioneering work of Hubbert, as well as more recent work by Hirsch, Energy Watch Group, the UK Industry Taskforce on Peak Oil and Energy Security (ITPOES) and the IEA’s landmark 2008 World Energy Outlook. The writing team relied on these sources for credible, balanced reference material.

2. Critical evaluation of present spatial and transport planning (including “discussion of the shortcomings of present approaches in this respect”).
The authors examined existing UK government documents and were struck by the absence of attention to Peak Oil. With respect to the Department of Energy and Climate Change (DECC), the authors found, “Reviews of the literature undertaken for this study revealed no apparent published information or consideration explicitly by DECC concerning Peak Oil, with the exception of the acknowledgement that a key challenge facing DECC is to ensure energy supplies after North Sea oil and gas production has peaked” (p. 15).

With respect to the UK government’s 2007 Energy White Paper, the authors note, “Indeed, the term Peak Oil does not even appear in the White Paper” (p. 15).

Within the planning community, the RTPI team points out, “Peak Oil is not well recognized in spatial planning although some direct effects of Peak Oil will be experienced in the UK within time horizon of national and local plans” (p. 16).

With respect to UK transport planning, the authors note that the new White Paper “remains resolutely silent on the issue of Peak Oil…” (p. 18).

The RTPI team also notes the ongoing inattention to food security: “The area that is almost completely ignored in development plans is that of food security” (p. 18).

With respect to UK policy development in general, the RTPI team concludes, “there are few examples of the Peak Oil concept being explicitly considered in policy development” (p. 20).

Given the relative absence of proactive work within the UK on Peak Oil, the authors “would welcome contributions from readers indicating other examples which could inform the development of policies in the UK in this respect” (p. 21).

3. Recommendations for planners
The RTPI report offers its own recommendations in addition to directing readers to progressive initiatives which have been undertaken by other agencies (eg. Transition Towns, Zero Carbon Britain, Low Carbon Communities Network, etc).

The focus of their recommendations is primarily the transport sector and is summarized in this pointed observation: “Given that Peak Oil will happen at some point, albeit with uncertain timing, and the possible profound and severe impacts that it could engender, integrating Peak Oil mitigation into transport policy is imperative” (p. 42).

Jason Moore, World Systems and Agriculture

Several years ago, while at the Environment Section presentations at the ASA meetings in San Francisco, I had the pleasure of meeting Jason Moore. At that point he was a graduate student at UC-Berkley. The paper he presented (later published as "Silver, Ecology, and the Origins of the Modern World, 1450-1640") was, by far, the most interesting one at the conference.

It provided a fascinatingly detailed and historically rich description of the relationship between developments in Spain (leading to a need for silver) and those in Bolivia (where silver production was declining). At the core of the paper was a description of how Latin American agricultural practices were changed in order to free up the labor necessary to increase silver production through the implement new, labor intensive silver extraction and smelting techniques. While the bulk of the paper deals with the silver industry, it was the shift in agriculture that fascinated me. It went from a labor intensive vertical model that exploited the variety of ecological niches present in the narrow space between the Pacific and the Andes -- where different crops were grown and livestock raised at different altitudes with guano from the coast used as fertilizer -- to a labor efficient horizontal model -- combining agriculture and livestock into a single ecological zone and using the livestock to plow the fields. It remains one of the best historical scale accounts of the operation of social-ecological systems that I know. Unbeknown to me, Moore had already received several awards for his work (including a best graduate student paper award and an Honourable Mention for the Rheinhard Bendix prize offered by the Historical Sociology Section).

Moore, like Hornborg who's writing I've discussed here, is a world systems theorist. Indeed, one of his earliest pieces was a critique of Hornborg. I had originally intended to post material about Moore's work as a follow-up to the Hornborg posts, but things intervened.

And now Moore is back with another great piece "The End of the Road? Agricultural Revolutions in the Capitalist World-Ecology, 1450–2010". Here is the abstract:
Does the present socio-ecological impasse – captured in popular discussions of the ‘end’ of cheap food and cheap oil – represent the latest in a long history of limits and crises that have been transcended by capital, or have we arrived at an epochal turning point in the relation of capital, capitalism and agricultural revolution? For the better part of six centuries, the relation between world capitalism and agriculture has been a remarkable one. Every great wave of capitalist development has been paved with ‘cheap’ food. Beginning in the long sixteenth century, capitalist agencies pioneered successive agricultural revolutions, yielding a series of extraordinary expansions of the food surplus. This paper engages the crisis of neoliberalism today, and asks: Is another agricultural revolution, comparable to those we have known in the history of capitalism, possible? Does the present conjuncture represent a developmental crisis of capitalism that can be resolved by establishing new agro-ecological conditions for another long wave of accumulation, or are we now witnessing an epochal crisis of capitalism? These divergent possibilities are explored from a perspective that views capitalism as ‘world-ecology’, joining together the accumulation of capital and the production of nature in dialectical unity.


While Moore's analysis, from my perspective, places a bit too much emphasis on capitalism and, correspondingly, too little emphasis on the consequences of industrialization, he provides a significantly more nuanced view of the social portion of socio-ecological systems than most individuals working with the concept.

Artificial meat by 2050?

While perhaps not as dystopian as Margaret Atwood's view of headless chickens bred so that they are easier to feed and don't peck each other in the close quarters of factory farms, academics are now suggesting artificial meat grown in vats may be needed if the 9 billion people expected to be alive in 2050 are to be adequately fed without destroying the earth. Even taking account of enhanced productivity from new technologies like GM foods and nanotechnology, hundreds of millions of people may still go hungry owing to a combination of climate change, water shortages and increasing food consumption.

These are some of the more striking conclusions reported by a set of high level UK academics in the current issue of The Royal Society's Philosophical Transactions B which is devoted to 21 papers dealing with the topic of Food Security: Feeding the World in 2050. Among the topics are the following:
• Dimensions of global population projections: what do we know about future population trends and structures?
• Food consumption trends and drivers
• Urbanization and its implications for food and farming
• Income distribution trends and future food demand
• Possible changes to arable crop yields by 2050
• Livestock production: recent trends, future prospects
• Trends and future prospects for Marine and Inland capture fisheries
• Competition for land, water and ecosystem services
• Implications of climate change for agricultural productivity in the early twenty-first century
• Globalization's effects on world agricultural trade, 1960–2050
• Agricultural R&D, technology and productivity
• Food waste within food supply chains: quantification and potential for change to 2050
..... and a number of others

Taken together the papers provide a exceptionally thorough look at the future of food supply.

While the scale of the problem, increasing food supply by 70% in the next 40 years, is daunting, the researchers don't see it as insurmountable. The papers identify a number of potential avenues to increase supply. Moreover, as with the current energy debate, there is likely to be a struggle between existing agribusiness which will pressure governments for subsidies to increase supply and those who advocate conservation and efficiency (one of the papers suggest that there is 30-40% food waste in both rich and poor countries).

Genetically engineered Atlantic salmon nearing approval

The New York Times reports that genetically altered salmon are nearing approval in the US. This would mark the first approval of a genetically modified animal and potentially pave the way for a variety of others. The fish is an Atlantic salmon that contains a growth hormone gene from a Chinook salmon as well as a genetic on-switch from the ocean pout, a distant relative of the salmon. Normally, salmon do not make growth hormone in cold weather. But the pout’s on-switch keeps production of the hormone going year round. The result is salmon that can grow to market size in 16 to 18 months instead of three years, though the company says the modified salmon will not end up any bigger than a conventional fish.



It is ironic that the salmon may be the first approval as the ecological objections to such fish are well documented and more straightforward than for other animals. Broadly speaking, the potential ecological impact of an undesirable modification affecting the ecosystem is a function of a) the amount of ecological disruption caused by the modification and b) the reproductive success of the modified animal. It is standard for scientists to argue about the potential for disruption. However, if the animal doesn't reproduce, then the disruption will not spread. This is why it is so curious that salmon are likely to be the first approved, because the reproductive advantage of being larger quicker is very well documented. Simply put, if the genetically engineered fish get out into the wild, they will outcompete the wild fish for mates, giving them a higher reproduction rate, with the result that the genetic modification will rapidly spread throughout the population of wild fish.

To preclude this possibility, the industry claims that it will a) produce only sterile females that can't reproduce and b) sell the eggs only to fish farms that are contained units operating on-land such that the fish could not escape into the wild. However, there are questions about the effectiveness of the sterilization procedures and it is doubtful that a regulatory process (which won't even be able to require labeling) would be able to limit the sale of the eggs to land-based fish farms. As noted in the Times,
Under a policy announced in 2008, the F.D.A. is regulating genetically engineered animals as if they were veterinary drugs and using the rules for those drugs. And applications for approval of new drugs must be kept confidential by the agency.

Critics say the drug evaluation process does not allow full assessment of the possible environmental impacts of genetically altered animals and also blocks public input.

“There is no opportunity for anyone from the outside to see the data or criticize it,” said Margaret Mellon, director of the food and environment program at the Union of Concerned Scientists.

The 20 minute neighborhood and other ideas for Fredericton

Groups as different as Mother Nature Network, Popular Science, and Grist have ranked Portland Oregon as the most sustainable city in the US (though Portland was ranked 3rd by the Natural Resources Defense Council).

In a recent interview, Portland mayor Sam Adams talked about his new initiative -- the 20 minute neighborhood.
We're also working to make every section of Portland a complete 20-minute neighborhood to strengthen our local economy. Two-thirds of all trips in Portland and in most American cities are not about getting to and from work. So if I can offer quality, affordable goods and services, eliminate food deserts, have neighborhoods with schools and parks and amenities--if I can create these 20-minute complete neighborhoods all over Portland--it strengthens our local economy. We drive 20% less than cities of comparable size, and because we don't manufacture cars, produce oil, or have car insurance companies, every dollar that we don't spend elsewhere, will stay in Portland's economy. There's about $850 million that stays in Portlanders's pockets because we drive less. With a 20-minute neighborhood, also reduce congestion and meet our climate action plan goals.

It's interesting the way the idea is framed in terms of the local economy. I recently returned from a visit to the other Portland (Maine) where I was really impressed with the strength and sophistication of their 'Buy Local' initiative. They aim to get everyone to shift 10% of their spending to local stores pointing out that "For every $100 spent at a locally owned business, $45 stays in the local economy, creating jobs and expanding the city's tax base. For every $100 spent at a national chain or franchise store, only $14 remains in the community." Part of their success comes from the merger of local farms and the restaurant industry. Bon Appetit labeled Portland "America's Foodiest Small Town." They use some interesting electronic technology to help inform locals and tourists about food related matters. And the food is simply amazing. While I like our local Greek food at Dimitri's, it pales in comparison to what you get at Emilitsa. Probably the best meal of my life and definitely the best baklava!

Perhaps a better comparison for Fredericton is Bellingham, Washington (a university city of 67,000 people where I did my BA) and ranked Number 1 by the NRDC as the Greenest Small City in the US. They have an active Transition Towns movement.

Food Security: The Challenge of Feeding 9 Billion People


The current issue of Science magazine has a special section on Food Security. The introduction to the section, along with a list of the articles, is available here. One of the most interesting articles, "The Challenge of Feeding 9 Billion People" (Science 12 February 2010: Vol. 327. no. 5967, pp. 812 - 818 DOI: 10.1126/science.1185383) takes an ecological sociology perspective arguing that "the goal is no longer simply to maximize productivity, but to optimize across a far more complex landscape of production, environmental, and social justice outcomes." In other words, the global food security isn't simply a matter of sufficient food, it involves a number of interconnected problems: 1) Matching the rapidly changing demand for food from a larger and more affluent population to its supply, 2) in ways that are environmentally and socially sustainable and 3) ensure that the world’s poorest people are no longer hungry.

Eat or Drive-Ethanol Production Raises Food Prices 75%

An article in the Guardian reports that the US production of corn for ethanol helped raise food prices worldwide by 75% and pushed over one billion people into chronic hunger and malnutrition.

The report says that one quarter of all corn and other crops grown in the US is refined into ethanol and blended with gasoline. My opinion is that ethanol is being used to deflate the price of gasoline in the US, which would otherwise be much higher due to stagnating oil production.

"According to [Lester] Brown, the growing demand for US ethanol derived from grains helped to push world grain prices to record highs between late 2006 and 2008. In 2008, the Guardian revealed a secret World Bank report that concluded that the drive for biofuels by American and European governments had pushed up food prices by 75%, in stark contrast to US claims that prices had risen only 2-3% as a result.

Since then, the number of hungry people in the world has increased to over 1 billion people, according to the UN's World Food programme.

"Continuing to divert more food to fuel, as is now mandated by the US federal government in its renewable fuel standard, will likely only reinforce the disturbing rise in world hunger. By subsidising the production of ethanol to the tune of some $6bn each year, US taxpayers are in effect subsidising rising food bills at home and around the world," said Brown."
