It's an interesting example of "ecological communication." By inducing federal employees to 'green' their work environments, is it possible to "encode" environmental awareness into their workplace culture? Will that encoding provoke environmental awareness with regard to their policies and administrative work? Or will there be a persistent "disconnect" between the two?
